TC.13 2000 REPORT TO IFIP COUNCIL/ TECHNICAL ASSEMBLY

Part I

1. Meetings Held and Scheduled

The sixteenth TC.13 meeting was held in Edinburgh, UK on 29th August, 1999. The seventeenth meeting will be held on 31st March - 1st April, 2000 in Eindhoven, The Netherlands.

2. TC.13 Membership and Officers

TC.13 membership has increased to 28 of the full IFIP Member Societies (see Appendix 1). New members are Prof. Janet Wesson, South Africa and Assoc. Prof. Clarisse de Souza, Brazil.

We still await notification of members to replace those previously appointed by the GA member societies for India and Singapore. It is of concern that the representatives from Canada (appointed in 1996) and Chile (appointed in 1990 and now a corresponding member) have been unable to attend any meetings since their appointment, although they normally send their apologies.

3. Past Activities

3.1 TC.13 Activity

The principal activity in 1999 was the seventh IFIP TC.13 conference, INTERACT '99, hosted by the British Computer Society and organised by the British HCI Group, who handled everything with great enthusiasm, dedication and success. It was held in Edinburgh, U.K. 30th August to 3rd September, 1999. INTERACT '99 was one of IFIP TC.13's most successful INTERACTs for both the local and international HCI communities, with a total of 573 attendees from 34 countries. A full range of events was produced for the three day technical sessions of the conference programme: papers, posters, panels, laboratory overviews, professional practice and experience, videos and interactive experience. An exhibition was on display throughout the conference. Thirteen tutorials and eight workshops were presented in the first two days of the conference and proved to be very popular amongst participants. Two Doctoral Consortia attended by a total of 16 Ph. D. students from various countries were also very successful. The conference achieved a profit.

The INTERACT Proceedings were in two volumes. Volume 1 of the conference proceedings, containing 3 keynote, 77 refereed and 16 doctoral consortium papers, was published by IOS Press (707 pages), and Volume 2, containing 72 papers of all other conference tracks, plus all the tutorial and workshop summaries, was published by the British Computer Society on behalf of IFIP (236 pages).

TC.13 is very grateful to the IFIP DCSC Committee for granting funds (4000CHF) to assist 5 participants of developing countries in the African, Asian, Indian and South American regions to attend INTERACT. Five grantees were selected and were able to participate fully in the INTERACT event, much to their delight. Three of these grantees now represent their countries on TC.13. Requests for assistance for developing country participants were also made to UNESCO and the European Union. We are very disappointed that these requests were unsuccessful, as INTERACT is the premier international conference on Human-Computer Interaction, and we had hoped to involve more developing countries in this most important aspect of IFIP TC.13's work.

The Brian Shackel Award was presented for the first time for the paper "The Beauty of Errors: Patterns of Error Correction in Desktop Speech Systems" by Dr. Christine Halverson, Daniel B. Horn, Dr. Clare-Marie Karat and Dr. John Karat (USA). The Award marks the significant contribution of Professor Brian Shackel (founding IFIP TC.13 Chairman) to the establishment of HCI as an international discipline and recognises the most outstanding contribution in the form of a refereed paper submitted to and delivered at each INTERACT Conference. The purpose is to draw attention to the need for a comprehensive human-centred approach in the design and use of information technology in which the human and social implications have been taken into account.

The TC.13 website is being extensively redesigned now that it has been in operation for more than a year and has new domain addresses that make it easy for the world HCI community and browsers to find us – www.ifip-hci.org for general TC.13 HCI matters and www.ifip-interact.org for general INTERACT matters.

3.2 Working Group Activities

WG13.1 - Prof. Dr. Matthias Rauterberg, the WG13.1 chair, has been re-invigorating the working group, by the addition of 8 new members, and the resignation of 2 existing members. A very successful workshop was organised by WG13.1 at INTERACT '99 on "HCI"   Theory or Practice in Education.

WG13.2 - A well-attended workshop was held as part of the INTERACT '99 conference on the topic: How to Make User-Centred Design Usable..

WG13.3 - Prof. M. Noirhomme-Fraiture (WG13,3 Vice-chair) organised a highly successful workshop at INTERACT '99 on "Making Designers Aware of Existing Guidelines for Accessibility".

WG13.5 - a workshop was planned for INTERACT '99.

4 Future Activities

4.1 TC.13 Future Activities

4.1.1 INTERACT 2001

The INTERACT 2001 Conference Chairman will present a full report on progress to date at the next IFIP TC.13 meeting. Planning is proceeding well. The technical programme and organising committee members have been appointed and the Call for Participation brochure has just been printed and will be available on the INTERACT2001 website. Further details will be available after the next TC.13 meeting in Eindhoven.

4.1.2 APCHI 2000

The fourth Asia-Pacific Conference on Human-Computer Interaction, APCHI 2000 is being held in Singapore from 28 November to 1 December, 2000. The Call for Participation has gone out and submissions requested by 30th April, 2000. IFIP TC.13 has sponsored the biennial APCHI regional conference series from its start in 1996, as its importance should not be underestimated. It aims to share information in an area that is only just beginning to recognise HCI, and so increase HCI activity in the Asia-Pacific region.

4.2 Working Group Future Activities

See Appendix 3 for the Forward Plan of TC.13 Activities.

5 Progress and Status

IFIP TC.13 is gaining a greater recognition for its work, especially through its very successful and highly regarded INTERACT conference series. The success of the Working Groups depends on a continuing programme of activities. With a regular plan for WGs to be involved in conducting workshops at INTERACT conferences, it is hoped that new WG members will be recruited and new activities planned. This is already beginning in WG13.1.
