TC3 and Working Group Activities

TC3 has been active during 1997/98 through itself and through its working groups in holding conferences/workshops in Zimbabwe (3.1, 3.4 and 3.5), France (3.1), Spain (3.3 and 3.6), Italy (3.1 and 3.5), USA (3.7), Japan (3.4) and Austria (TC3). TC3 members also contributed to EuroEducation98 in Aalborg, Denmark.

Progress and Status

Our problems this year include the unexpected resignation of the WG3.3 Chairman (due to RSI and his retirement), the change in the date of the WG3.7 working conference (from November 1999 to which we had attached the next TC3 meeting) and the sale of Chapman & Hall to Kluwer Academic Publishing. The personal difficulties experienced by our Secretary have resulted in non-consistent TC3 monthly Newsletters and a lack of posted documents to TC3 members.

On the positive side our TC3 Web pages continue to expand and provide members with instant up-to-date information on TC3 activities, membership lists and minutes. Our plans for WCC’2000 in China are now defined and the first publicity for the next "World Conference on Computers in Education" which is to be hosted by the Danish Data Association in 2001, is in draft form. Our secretary, Peter Waker (ZA), is standing down at the end of 1998 and the new secretary of TC3 will be Anne McDougall (AUS).

The TC3 Journal

The TC3 journal "Education and Information Technologies" which TC3 created two years ago continues to be an exciting development and all IFIP members are asked to support TC3 in both soliciting papers and in encouraging new subscriptions. Kluwer wishes to have 250 personal subscriptions from within IFIP and this requires all GA members to organise a subscription. Deryn Watson (GB) will next year take over as ‘Editor-in-chief’ with the existing co-editors being joined by another to have three regional editors.

TC3 Links

Our work with UNESCO on the University curriculum has resulted in a substantial grant, though we continue to develop the Elementary one with no support at the present time. Our continued involvement with the "International Olympiads in Informatics" through the IFIP Trophy and the printing and distribution of working groups 3.1 and 3.5 booklets keeps IFIP TC3 in the forefront of the world’s informatics education. Our "Harmonisation" project gives us a link with CEPIS and with the International Standards Organisation, ISO. Although the joint CEPIS/IFIP TC3 "Summer School" had to be postponed this year, our link with CEPIS is being maintained through its President, Roger Johnson with plans for such an event next year and its Vice President, Jan Willem Kradolfer as a member of the ‘Harmonisation’ writing party. Our links with other TCs and their working groups continues in terms the History of Computing project (with WG9.7), a planned workshop at INTERACT’99 (joint between WG3.3 and WG13.1) and through the UNESCO curriculum project. TC3 also supports scientifically the Intelligent Tutoring Systems conference in Montreal in June 2000.

Web Pages

Our Web pages are now becoming both a source of information to members (minutes and monthly newsletters) and a marketing tool for our work (future events, the journal and publications). There are one or two links missing, but we have nearly completed a full set of photographs for TC3 members!! Many national society education pages now offer links to IFIP TC3 web pages. My thanks to TC3 Vice Chairman, Raymond Morel for hosting the TC3 Pages and to particular working group members whose institutions host working group pages.

Financial needs

In addition to the Grants and Loans requested through the AMB, TC3 needs investment by IFIP if it is to achieve full potential through its projects and development work. The Harmonisation project, which started last year and is funded by IFIP is an example of this, as is the supplementary support of the UNESCO university curriculum project.

Currently two working groups are writing new "Guidelines for Good Practice" booklets which will shortly require funding for printing and publishing as requested at Council meeting in Manchester.

Our latest plans are for our IFIP TC3 Web site to offer a route into the national education policies of countries around the world, though in fact it is examples of (good) implementation of such policies that we are keen to document. Although this seems initially to be a straight forward research task it is in fact a substantial project and will require funding.
