Purpose: Technological and also societal developments are happening at an incredible speed with the risk that underprivileged persons and communities are lagging behind faster and further. There is also a risk that technological trajectories and developments are unsustainable, and it is vital to ensure sustainable trajectories rather than just keeping up with the developments. These risks are not limited to developing countries but also affect emerging and developed countries. The Digital Equity Committee is tasked to initiate, encourage and promote activities by IFIP bodies, IFIP member societies and IFIP volunteers that contribute to achieving digital equity and sustainable development.

IFIP Strategic Objectives with regard to Digital Equity
Advancing digital equity is an IFIP strategic objective, to be achieved by:
- Promoting accessibility of ICT,
- Promoting good practices,
- Promoting and enhancing appropriate access to knowledge and experiences,
- Organizing and contributing to activities aimed at achieving the UN Sustainable Development Goals, SDGs,
- Organizing and contributing to activities aimed at achieving the goals of the World Summit on the Information Society (WSIS).

- Purpose and activities of the Digital Equity Committee (DEC)
- Purpose

There is also a risk that technological trajectories and developments are unsustainable, and it is vital to ensure sustainable trajectories rather than just keeping up with the developments. These risks are not limited to developing countries but also affect emerging and developed countries. The Digital Equity Committee is tasked to initiate, encourage and promote activities by IFIP bodies, IFIP member societies and IFIP volunteers that contribute to achieving digital equity and sustainable development.
- Activities
The Digital Equity Committee activities include a broad variety of different activities, including:
- Acting as a Steering Committee for “WITFOR-type” events and encourage IFIP bodies to organize such events.
- Acting as a promotor of IFIP doctoral consortia/webinars and other activities focussing on enabling the participation of young researchers and young professionals from developing and emerging countries and/or underprivileged communities.
- Acting as a coordinating committee that identifies programs/activities of UN agencies in relation to digital equity and sustainable development with potential for IFIP participation.
- Engaging with IFIP bodies and IFIP member societies to encourage and initiate activities / events aimed at achieving digital equity and sustainable development.
- Providing assistance for the effective operations of ICT societies in general, including non-IFIP members, to strengthen their effectiveness in achieving digital equity and sustainable development.
- Initiating projects on digital transformation in various fields with participating institutions and agencies including with UN agencies in relation to digital equity and sustainable development, for instance a project on digital payments (compare countries, learn from each other).
- Initiating the development of and/or create a framework for IFIP doctoral consortia/webinars. A particular emphasis will be on benefits for young researchers and professionals from developing and emerging countries. Develop and maintain a process/procedure to manage/overview such consortia/webinars.
- Action plan
DEC will have an annual action plan that lists concrete activities and prioritizes these activities. It will also include references to the SDG’s that the activities focus on. The plan will be, as far as possible, multi-annual rolling forward. This plan will be drafted in consultation with the various IFIP bodies and member societies’ representatives.
- IFIP Related Work to be Considered
Already many IFIP groups and activities have been and are addressing digital equity and sustainable development (goals) and are supporting participation from developing and emerging countries. The Digital Equity Committee will liaise with all IFIP groups that are contributing to the DEC goals.
- Finances
The Digital Equity Committee has its own budget in the accounts of IFIP and will follow the IFIP budget rules and procedures. The budget will be used to initiate and support activities and projects. In the annual budget request these activities, projects and plans will be listed and explained.
Activities and projects that request financial support from the Digital Equity Committee will have to submit a project proposal / description that includes a financial paragraph with the budget (expected income, expenses and required sponsorship) for that project / activity.
IFIP together with interested UN Agencies and other participating institutions may approach relevant funding institutions and governments on grants/ funds to support specific activities and projects.
Digital Equity Committee rules: DEC support to TC events
Countries – (Note: the current UN term now adopted is ‘economies’)
The basis for the decision concerning the “type” of country that is eligible for DEC support is the UN list in the World Economic Situation and Prospects report (https://www.un.org/development/desa/dpad/wp-content/uploads/sites/45/WESP_2024_Web.pdf). In this document, an extensive explanation about the classification is given in the statistical annex. In that annex, Tables A (Developed economies), B (Economies in transition) and C (Developing economies) are relevant for our purpose. DEC will use the actual version of this report.

Grants may cover
- Travel, accommodation and registration fees of Masters and PhD students studying or working in economies in transition and in developing economies with an accepted paper in an IFIP activity (conference, workshop, school, etc.) held in any country.
- Travel, accommodation and registration fees of young researchers or practitioners studying or working in economies in transition and in developing economies with realized or ongoing projects to be presented in an IFIP activity (conference, workshop, school, etc.) held in an economy in transition or developing economy.
Limitations
- An IFIP TC, WG or DC has to be the only or the main (responsible) organizer of the event
- Maximum 1.500 euro per event
- Compensation for registration fees is only allowed for physical attendance, not for online participation
- Grants can only be approved if the student/researcher/practitioner is not benefiting from double-funding through other grants that are similar to the DEC grant
Application for DEC support
- The organizer of an event or TC chair applies to DEC for support from DEC funds
- The student/researcher/practitioner applies for support to the organizer of an event
DEC funding request
Requests for DEC support should be sent to the chair of DEC, indicating:
- the IFIP activity for which the support is intended
- some documentation describing it (call for papers, announcement, program)
- the planned use of the funds
- corresponding TC chair approval (if the request is made by the organizer and not the TC chair)
DEC funding allocation
- Allocation periods:
- January (considering all requests arriving between July 1 and December 31)
- July (considering all requests arriving between January 1 and June 30)
Managing the allocations
- The Digital Equity Committee manages the allocations to events
- The event organizer (or TC/WG if that is agreed with the organizers or practice in the TC/WG) manages the allocations to students
Reimbursement requests – documentation needed
- Proof of expenses
- Invoices/tickets for travel and/or accommodation expenses
- Confirmation of registration of the participant
- IFIP payment form signed by
- Grantee
- Person organizing the IFIP event (who requested the funding)
- Chair of DEC (as budget holder)
- Confirmation from the organisers that the participant actually attended the event (and the entire event for that matter)
Managing the payments
- The IFIP Secretariat handles the payments. In principle, payments are made to the organizers who have to handle the compensation to students
Participation report – documentation needed
- The grantee has to submit a report to the organizer/TC/WG, including:
- Description of their experience in the event
- Possible impact on their career
- If possible, pictures and/or videos
- Consent to use the report/pictures/video on the IFIP website
